William (Bill) Barney

Voted 2009 Best Asia Pacific Telecom Executive by readers of CommsDay and named 2008 Telecom CEO of the Year by Telecom Asia, Bill Barney presided over the transformation of one of Asia's first Chapter 11 casualties (Asia Global Crossing), into one of the region's leading providers of IP and WAN services (Asia Netcom). In 2007, Mr. Barney led the company's successful acquisition of regional ISP, Pacific Internet, which operationally merged with Asia Netcom and relaunched as Pacnet in January 2008.Under Mr. Barney's leadership, the company has achieved industry-leading growth targets and was named “Company of the Year for Excellence in Growth” by Frost & Sullivan in 2009, as well as " Best Wholesale Carrier" in 2007 & 2009 by Telecom Asia. Other accolades include the International Engineering Consortium's prestigious InfoVision Award in 2006 & 2007, as well as “Data Communications Service Provider of the Year” awards by Frost & Sullivan in 2005 & 2006.
Mr. Barney earlier served as President of Asia Pacific at MCI WorldCom where he managed the industry’s fastest growing regional company through an industry leading three-digit growth phase. During Mr. Barney’s tenure at WorldCom and UUNET, the company received numerous awards for its technological leadership in IP services while also being recognized twice as Asia’s Telecom Employer of the Year.
Prior to joining WorldCom, Mr. Barney was Vice President of Global One, where he managed operations in the Middle East, South Asia and Africa. Barney began his career with AT&T, where he held a number of key sales and management roles in the international division and domestic sales group.
Mr. Barney received his MBA from Columbia University and a Bachelor of Arts degree from Wesleyan University.
